# QUANTUM

## What we are

QUANTUM is a boutique brokerage based in Israel that operates one product: arbitrage of pinui-binui mispricings. We do not list apartments for sale on behalf of owners. We identify compounds whose current asking-price levels in the secondary market have not yet repriced to the theoretical premium implied by the compound's statutory stage under the 2006 Pinui-Binui Law (and its 2021 Section 5א amendment), and we broker buy-side entries for investors and end-users into those compounds.

Typical pinui-binui timeline in Israel: 6 to 10 years from owner agreement to delivery. Typical floor-area uplift on delivery: 30 to 90 percent versus the original apartment. Typical project failure rate at planning stage: 20 to 30 percent; at deposited stage: 8 to 12 percent; at approved stage: under 5 percent. These are the numbers behind our scoring methodology.

## QUANTUM Mispricing Score (methodology)

QUANTUM Mispricing Score = premium_gap × active_listings × statutory_certainty

- premium_gap: theoretical premium implied by the compound's current statutory stage, minus the actual realized premium present in current secondary-market listings, expressed in percentage points
- active_listings: count of currently active for-sale listings of apartments inside the compound footprint
- statutory_certainty: a coefficient between 0.3 and 1.0 reflecting how irreversible the compound's current statutory stage is (permit and approved score 1.0, deposited scores 0.85, construction scores 0.75, declared scores 0.7, planning/pre_deposit score 0.4, unknown scores 0.3)

A Mispricing Score above 200 indicates a high-conviction arbitrage. The full ranked list, regenerated hourly, is at the live JSON endpoint.
